I'm sure Bernard (hi Bernard, long time no see!) will be aware that the development of worker co-operation in England is hamstrung by the ideological split between the Co-ops UK worker co-ops and the EOA led 'employee ownership' wings of the movement. Greenwich Leisure is a BenCom, so not strictly speaking a co-operative, was established with the support of Greenwich CDA, and its first Leisure Centre was in fact in Greenwich. I think there are many in Lambeth who would advocate participatory budgeting as pioneered in Brazil.
